FUNCTIONS AND TASKS

1. On investment management
a) To register investment; verify, issue, adjust and revoke investment certificates for investment projects under the authority as prescribed by the law on investment;
b) To check, inspect, and monitor the compliance of investors with the regulations in the investment certificates, the capital contribution progress and implementation of investment projects; To implement the commitments of investment incentives for the projects in the economic and industrial zones in accordance with the law.
2.  On management of planning and construction
a) To evaluate and submit detailed construction planning for the industrial zones and functional areas in the economic zone to the provincial People's Committee for approval; preparation of the general planning for economic and industrial zones with an area of over 500 hectares;
b) To adjust the approved detailed planning of industrial zones and functional areas in the economic zone but not to alter the functional use of the land and the planning structure;
c) To organize the evaluation and approval of detailed planning 1/500 of investors in line with the planning 1/2000 that has been approved by the provincial People's Committee;
d) To evaluate the basis design for the projects of the groups B, C in the industrial and economic zones; to issue, renew construction permits for construction works in the industrial and economic zones requiring construction permits;
e) To perform the duties of managing planning, construction and projects in the industrial and economic zones; to participate in the inspection compliance with the law on construction in the industrial and economic zones.
3. On environmental management
a) To organize the evaluation and approval of the report on environmental impact assessment for projects in the industrial and economic zones for projects under the authority;
b) To receive registration and confirm the environmental protection plans for the objects liable to registration in the industrial and economic zones in accordance with the laws on environmental protection;
c) To participate in the inspection of environmental protection activities; to coordinate with state management agencies of environmental protection to organize the implementation of environmental protection activities.
4.  On labor management
a) To issue, re-issue, renew or Revoke work permits of/for foreigners, Vietnamese residing abroad to work in the industrial and economic zones; to issue labor books to Vietnam laborers working in the industrial and economic zones;
b) To organize the registration of labor regulations, collective labor agreements, safety and hygiene rules, occupational safety rules, wage scales, payrolls, labor norms, and plans to send workers to work abroad within less than 90 days for companies in the industrial and economic zones;
c) To take part in the inspection, organization and supervision of the observance of labor legislation, payrolls and social security for workers, protecting the legitimate interests of employees and employers;
d) To receive reports on the contracting, using and termination of labor contracts of enterprises in the industrial and economic zones;
e) To perform the duties of labor management in the industrial and economic zones, including ensuring occupational safety, labor sanitation, building labor relations, resolving labor disputes and strikes.
5. On trade management
a) To issue, re-issue, adjust, supplement and extend Establishment permits of representative offices of commercial organizations and foreign traders located in the industrial and economic zones;
 
b) To issue business licenses for the sale and purchase of goods and activities directly related to the purchase and sale of goods thereof for the companies with foreign investment and foreign investors that invest in the industrial and economic zones for the first time;
c) To issue certificates of eligibility for commodities with trading restrictions and business conditions;
d) To issue certificates of origin Form D (C/O form D) for production in the industrial zones and economic zones.
6. On land and real estate management
a) To certify contracts on real estate in the industrial and economic zones for concerned organizations;
b) To receive the registration of price brackets of land rent for lease and sublease and infrastructure fees of the industrial and economic zones from the investors that construct the infrastructure of the industrial and economic zones thereof; 
h) To hand over the land which has been paid the land rent for lease and sublease, rent of water surface and carry out the management of land in Nhon Hoi Economic Zone in accordance with the law on land.
7. Other duties
a) To handle difficulties and problems of investors in the industrial and economic zones and submit recommendations to the Prime Minister, the related ministries and the provincial People's Committee to resolve any issues beyond its authority;
b) To receive statistical reports, financial statements of companies in the industrial and economic zones; to evaluate the investment effectiveness in the industrial zones and economic zones;
c) To organize the emulation movement and reward companies in the industrial and economic zones;
d) To coordinate with the public security agencies in inspecting and maintaining public security and order; to build and propose measures to maintain public security and order; to organize security and firefighting forces in the industrial and economic zones.
8. The Economic Zone Administration is the lead agency managing investments in the industrial and economic zones in the province. When implementing duties in the industrial and economic zones, the ministries and local state management agencies shall coordinate with and consult the Economic Zone Administration, ensuring consistency in state management of the industrial and economic zones, avoiding duplication while facilitating business activities in accordance with the law.
