Mr. Vuong Dinh Hue – National Assembly Chairman, Mr. Tran Hong Ha – Deputy Prime Minister and Central Group Leaders were very pleased knowing the results of the 1st phase of the Industrial - Urban and Service Area of Becamex VSIP Binh Dinh, The Project with area of 1,374 hectares, total registered investment capital of more than VNĐ 5,600 billion, in which the IP covered on area of 1,000 hectares with VNĐ 3,333 billion capital investment. After 02 years of implementation, with the efforts and solidarity from Becamex Binh Dinh together with the determination of Binh Dinh Provincial Departments, especially the BEZA and Binh Dinh Provincial People's Committee, Becamex Investor had completed more than 97% of the compensation, site clearance and resettlement work, put into operation the wastewater treatment plant phase 1 with a capacity of 4,000 m3/day and hundreds hectares of land in the IP and residential areas with full infrastructure, ready to serve the goal of attracting investment, investors, experts and workers to live and work here. Up till now, Becamex Investor had attracted 04 FDI projects with a total capital of USD 96 million on IP area of 52.9 hectares raising the ready area for the whole project to 90 hectares including residential land to serve resettlement needs.

Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee affirmed that this key project had been playing a pivotal role, creating a driving force for the breakthrough socio-economic development of Binh Dinh province in the direction of rapidly increasing the output proportion of industrial production, social security stability and sustainable development. To create conditions to successfully attract this project, Binh Dinh Province had planned and implemented many projects and invested in upgrading infrastructure to meet the operational needs of Becamex businesses such as Provincial Road ĐT368, the traffic axis supporting the development of the Western region of Binh Dinh province connecting Becamex VSIP Binh Dinh Industrial - Urban and Service Area to Quy Nhon Port; upgrading and repairing National Highway 19C; coordinate to build cargo terminals at Canh Vinh commune, Van Canh district and Phuoc Loc commune, Tuy Phuoc district and other cargo terminals to answer the transport and transshipment demands of Quy Nhon Port, Becamex IP and Nhon Hoi Economic Zone (NEZ). Currently, Binh Dinh Province was investing the road connecting from National Highway N019 to Becamex VSIP Binh Dinh Industrial - Urban and Service Area with the purpose of best promoting the important role of this Complex.

According to Mr. Chairman, putting this project into operation would create a breakthrough in Binh Dinh Provincial industrial sector in attracting large-scale projects from countries around the world, create job opportunities for many direct and indirect workers, ensure social security for the people, contribute to a strong move in economic structure towards rapidly increasing the proportion of industry and services, improve labor productivity and local economy growth, especially help Binh Dinh gradually form the Province's industrial belt of Van Canh - An Nhon - Phu Cat in association with Phu Cat Airport Urban Area and soon become a major logistics center of Vietnam according to Binh Dinh Province's Master Plan for the period 2021 – 2030 with a vision to 2050, which had been approved by the Prime Minister. Binh Dinh Province called and expected investors and partners to pay attention and research for investment opportunities in Binh Dinh Province in general and in Becamex VSIP Binh Dinh Industrial - Urban and Service area in particular. Binh Dinh committed to creating the best favorable conditions for investors' projects to be completed, ensuring construction progress and plans and ensuring a positive local investment environment for projects. Secondary projects in the Becamex VSIP Binh Dinh Industrial - Urban and Service Area as well as investment projects in the Province would surely be supported to deploy quickly, to operate smoothly and to bring the highest efficiency.

With the speech at the Ceremony, Mr. Tran Hong Ha, Deputy Prime Minister congratulated Binh Dinh Province, Becamex IDC and all the partners for their efforts to complete the 1st phase with an area of about 230 hectares ready for secondary investors and to successfully attract 04 FDI projects from Germany, Hong Kong, Korea and the Netherlands. Mr. Deputy Prime Minister emphasized that developing an ecosystem combining industry - urban - services was a successful model aimed at sustainable development, balanced the demands of industrial development with the provision of social services includes residential space and utility works. With an area of 1,000 hectares, Becamex VSIP Binh Dinh Industrial - Urban and Service Area could completely apply this model with reasonable space planning, harmoniously solving economic, environmental and social factors.

According to Mr. Deputy Prime Minister, Becamex VSIP Binh Dinh Industrial - Urban and Service Area was a very new model, so it required a methodical, synchronous approach with the mindset of digital transformation and green transformation. We must solve thoroughly the relationship between economic development and environmental protection, and especially apply the slogan of preserving the environment, being in harmony with the natural ecosystem and not sacrificing the environment for sure. First of all, businesses with leading brands in the field of investing and developing urban and city infrastructure and industrial parks must change their mind. This type of industrial park must be approached with digital transformation thinking of a green infrastructure industrial park. Secondly, regarding industrial development, Becamex and VSIP were suggested to pioneer in technical transformation immediately and to build their own criteria and new criteria as a basis for selection. green technology, clean technology and smart ecological industrial park. In fact, currently Vietnam did not have these criteria and we have not issued legal regulations to require these types. IPs must be a place for research, application of science and technology, innovation and creativity. Therefore, the criteria for selecting investors here must be the investors who had green technology, clean technology, had a commitment to converting and transferring technology and where high technology research was implemented. And only then, an industrial park transformed towards green and circular would be formed. Urban city areas associated with industry needed to aim to a green, smart, sustainable and unique urban area with a synchronous infrastructure system and attractive development for investors. It was certainly not about labor, not about taxes, nor about land prices. But it was certainly high quality human resources and policy mechanisms so that Binh Dinh Province can encourage talent and mobilize human resources to create a new dynamic and new force for Binh Dinh, to create an attractive living environment, suitable for the diverse needs of merchants and scientists. This was a place worth living and coming to contribute to our province in these IPs. The third problem was that the success of investors must be considered the success of the locality authority and the success of the Province. That would bring jobs, livelihoods and conditions to enjoy high quality social services for People and to lead to happiness for the People. Therefore, Binh Dinh was strongly suggested to continue to attach importance to administrative reform, to improve the investment environment, to accompany and support the business community, and especially, to soon implement the Provincial Planning approved to promote and introduce to businesses. This would be the best type of industrial investment mobilization. Next, Binh Dinh needed working with the Government to propose important projects in regional and inter-regional connectivity, especially international aviation connections, international airport, international seaport, railway connections and other important projects. So, transport needed connecting and developing.

Mr. Chairman of the National Assembly and Mr. Deputy Prime Minister, Leaders of the 02 provinces of Binh Dinh and Binh Duong, and Becamex Corporation witnessed the signing ceremony between Becamex Binh Dinh and investment partners including BW Industrial Development Joint Stock Company with an industrial park ready factory system project on an area of 20 hectares and total investment capital of USD 25 million; LogiForm Co., Ltd. with an autonomous robot production system project in factory on an area of 05 hectares and total investment capital of USD 10 million; King Honor Paper Production Company Limited with a project of producing finished paper on area of 03 hectares and total investment capital of USD 06 million; and Kung Jui Mechanical Machinery Co., Ltd with a project of producing industrial machinery components on an area of 04 hectares and total investment capital of USD 08 million. This important milestone in the process of industrialization, urbanization and transformation of the growth model from “brown” to “green” in Binh Dinh Province had been a great event in NEZ under the authority of BEZA.
