Celebration on 15 years of Founding Nhon Hoi Economic Zone and 22 years of Building and Developing Provincial Industrial Parks

22 years ago, on December 18th 1998, with The Decision N01127/QĐ-TTg, Phu Tai IP, the first IP of Binh Dinh Province was formed. Right after then, Binh Dinh IPs Authority was officially formed for the period of centralizing industrial development with a government authority for Binh Dinh Province. After forming Phu Tai IP, together with forming next IPs, Binh Dinh Party Committee and Provincial People’s Committee at that time paid much attention on forming an economic zone. On June 14th 2005, The Prime Minister issued Decision N0 141/QĐ-TTg on forming NEZ, then Nhon Hoi Economic Zone Authority. By the year 2009, with the guideline of lean government machinery and higher effectiveness of managing activities, with the suggestion from Binh Dinh Provincial People’s Committee, The Prime Minister agreed to form BEZA basing on mergingNhon Hoi Economic Zone Authority and Binh Dinh IPs Authority. These are three meaningful marks in timeline of forming, building and developing NEZ and Binh Dinh Provincial IPs which confirm the right and consistent decision from many leader generations of Binh Dinh Province with the purpose of industry and industrial development for rapid eco-socio development.
After 15 years of forming NEZ and 22 years of forming Binh Dinh Provincial IPs, there are 07 IPs in Binh Dinh Province approved by The Prime Minister in Vietnam IP System with total area of 876 hectares, 04 of them have been in operation with total area of 548 hectares. With total area of about 12,000 hectares at the beginning, NEZ has been extended with an area of 2,308 hectares in Canh Vinh Village of Van Canh District to set up Becamex Binh Dinh IPs, New City and Service Areas. Up till now, in NEZ and Binh Dinh Provincial IPs, there are 325 projects with total investment capital of VNĐ 91,443 billion, out-carrying investment capital of about VNĐ 27,413 billion, 33 FDI projects withinvestment capital of USD 509 million, 185 projects have been come into operation… Main producing fields are forestry processing, granite processing, packing and paper producing, animal food producing, mechanism, tourist service and others… Every year, projects in NEZ and Binh Dinh Provincial IPs make the industrial producing value with the ratio of 38%, export value of 40% in comparison with the whole province, with nearly VNĐ 1,000 billion paying for national budget
With the speech at the Ceremony, Mr. Ho Quoc Dung, Chairman of Binh Dinh Provincial People’s Committee said, “With the real result we have received, we can approve the role of NEZ and Binh Dinh Provincial IPs has become more and more important in our provincial eco-socio development, partly quickened economic restructuring transformation to modernization. The development of NEZ and Binh Dinh Provincial IPs has partly created industrial and export value, paid national budget, solved employment problem, made better conditions for other trades, set up new modern valuable and synchronous infrastructure in a long period and modernized our provincial infrastructure system. Also at the same time, the development of NEZ and Binh Dinh Provincial IPs has partly modernized our agriculture and rural areas, promoted urbanization development, created many fields of industry and service and attracted labor source from our countryside. In the period of executing our NEZ and Provincial IPs, we have trained stronger government staff in BEZA with full level, ability and real experience. We have perfectly and effectively set up an administrative procedure process in order to execute the role of BEZA, to gather a system of prospective business, to increase producing activities, to contribute to national budge, to develop a regular and proficiency labor force with talented skills and love for the profession and to recycle labor. Especially, we have many valuable experiences from developing NEZ and Provincial IPs in land clearance, investment attraction, distribute settlement, developing trend prevention and management and suitable policy decision for execution.”
Together with the concomitance with companies, Binh Dinh provincial department’s leaders have issued many flexible and preferential policies for business in order to increase the provincial business force. Also, all the companies have stable investment in NEZ and Binh Dinh Provincial IPs.
Also, Mr. Chairman said, “With the purpose to become one of the top provinces in Central Vietnam, in many years, Leaders of Binh Dinh Province have issued many guidelines and policies in order to make a new strength for infrastructure system fulfillment, administrative renovation, startup promotion, investment recycle and attraction, city government construction, government on-line… with the purpose of our provincial success during our developing process. I cordially have some suggestions for BEZA in the near future. Firstly, an attention to checking, adjusting and completing the master plan of NEZ and Binh Dinh Provincial IPs will be executed to aim at our main provincial master plan with right connection and integration for out-carrying the master plan and investment promotion. Secondly, administrative procedure reform must be continuously pushed up, the pleasure from the companies is the measurement of government staff’s effective activities. Last but not least, we must rapidly develop Becamex IPs, New City and Service Areas in an earliest time to create our provincial new developing power in the near future. And finally, we must prepare all the procedures for our rest IPs according to the approval from The Prime Minister.
The Celebration on 15 of Founding NEZ and 22 years of Building and Developing Binh Dinh Provincial IPs is to summarize the past stage, to continue and to develop a new stage for stably constructing NEZ and Binh Dinh Provincial IPs in the next period.
Also at the Celebration, the representative of Vietnam Ministry of Planning and Investment has handed over the leading competition flag in 2019 to BEZA. 03 divisions and 06 staff of BEZA have possessed certificate of merit from Chairman of Binh Dinh Provincial People’s Committee
